People bond most strongly over shared experience[1][2]. There is a lot of research on this. The appeal of games like World of Warcraft stems in part from a social experience (questing, dungeons) with friends as a shared experience.
Look to any of the many real life team building or friendship building programs in the world and imagine ways you might be able to re-create that.
From a gaming perspective WoW and Minecraft and online bridge games are all good social activities (death match games not so much). Getting together in real life is best of course for building relationships but that isn't available to everyone. In the US, Christian Churches of various flavors (and other churches as well might do this, I don't know) provide group activities where people work together to achieve a goal (build houses, clean the streets, feed the homeless, Etc.) which builds relationships at the same time it does something positive for the community.
