Something tells me you are lost in some metric that is providing false feedbaxk. On average people with 20 years will bring a depth of experience that will outweigh someone with no experience. If you are testing syntax knowledge of a new framework and find the fresh grad is performing better at recall I would not be surprised. But what you miss is over the course of the year the 20 year person will provide knowledge in areas you didn't measure and will quickly catch up in syntax / pattern recall.
