The PDF link doesn't seem to work (maybe I need an account? It doesn't say), so I can only read the abstract, but um...
"...when both sexual harassment policies are more ambiguous exposing men to a larger variety of claims and the number of public sexual harassment incidents is high."
So, they're grouping together "#MeToo complaints against men" with "actually visible sexual harassment", and then focusing on the complaints against men instead of the incidence of sexual harassment?
I would wager the correlation isn't "men don't want to be accused by the #MeToo movement, so they're not collaborating with women" as much as "women are afraid of collaborating with men at locations where men are known to sexually harass women".
In other words, I don't think it's a "consequence of #MeToo" as much as it's a "consequence of sexual predators" :|
