I think “turning up the heat” is just going to add pressure on the ones already doing most of the work. And some of those people will leave. The ones not doing anything aren’t going to suddenly start caring and aren’t probably all that motivated to find something else. This is a faliure of some management to not motivate/correct employees who are not meeting expectations.
