What makes a phone call 'scratchy'?

I just placed a call from my cell phone to a well-known 1-800 number, and the call quality was very scratchy. I hung up and called again, and the call wasn't scratchy at all. My sense is that nothing really changed on my end, but I guess it's hard to be sure. What typically introduces interference to a call?
