I use mostly gitlab, not github. Gitlab allows you to comment any line in the code even if it's not part of a MR now. In theory I find that highly useful, because you might have thoughts, findings etc. whenever looking at code, not only in a MR. However, I have not found a way to discover any such comments later in a systematic way.
