I think you're still missing a key point: a person who immigrates is (on average) more motivated, more wealthy and more educated than their peers. This also applies to a Dalit person immigrating to America. And very importantly for this discussion, an immigrant has no criminal record. So the people who have commited crimes are already filtered out in this process.
