Yeah totally, that's how it works in Tokyo. Bikes are supposed to ride on the road, but if the road seems unsafe you can ride on the sidewalk. Even cops ride on the sidewalk here. That being said, ebikes are partially banned here. Pedal assist is fine but full ebikes count as motor vehicles. I think it's a decent compromise.
