Carbon offset must include a series of externalities if we're going to be serious about it: to be allowed to count the 25 year carbon offset of a planted tree, in addition to a contribution to upfront forest husbandry, it must include sufficient fire insurance to replant, and if its occurring in a country that simultaneously permits unsustainable forestry and lumber extraction, a multiplier to the equivalent net tree loss. Which itself creates another market for poorer countries' governments to improve and enforce illegal logging and govt-financed regeneration (audited), to compete effectively for carbon offset finance.
