I've mostly seen JavaScript/NodeJS being used for Discord bots. But as always with "Best language for X", it depends. You want to be able to build it as quickly as possible? Use the language you already know and that there is a SDK available for already. You want to learn as much as possible? Pick a language that you have zero experience with and that is as different as possible from what you already know (so don't learn C# if you already know Java, go for Common Lisp instead, as an example). Want to be able to run the project on embedded controllers? Then that would shape your choice as well. In the end, it depends on so many things, that you should first make a list of what you want to achieve with your choice, then rank different languages based on how they fit in with those choices.
