Yes, AllegroServe is Allegro specific, but there is Portable AllegroServe: http://portableaserve.sourceforge.net/ http://portableaserve.sourceforge.net/
It's the same situation as OpenSSH. OpenSSH only runs on OpenBSD, and Portable OpenSSH is maintained separately.
