I am a big fan of renewable energy, and I think blockchain can have a big impact... but based on my current understanding:
If you still have big power plant, then you still need transmission line and everything linked to it. Those transmission lines could be smaller, but that is still a big cost...
With current technologies it is possible to make independent local micro-grids, mostly based on renewable energies... but:
1) The main energy people can produce by themselves is solar ; rooftop solar or small scale solar "farm" are much more expensive than utility scale solar
2) There is a potential for local biomass (for heat, electricity or both), but not available everywhere, often require some "big" equipment / organization, still some limited potential and relatively high price
3) Small scale wind is very expensive, and utility scale wind in rarely available locally. Same goes for hydro-power.
4) Solar and wind are intermittent, biomass can be seasonal... there is a need to manage the intermittence. Currently big grid with big interconnections help to "smooth" part of the intermittence, and grid scale investment can be cheaper. Dealing with is it only locally seems more challenging and expensive.
5) Automatic transaction, IA, and investment in local project does not need blockchain to work. I believe Blockchain can help to have a better "user experience" and be a bit more efficient, but at the margin. I believe (but am not a specialist) that if this does not work without blockchain, it won't work with blockchain.
I think there are interesting ideas in what you propose, but it needs more work and details to move forward
