I actually like the idea of improving security, especially for my main email on which many other identities depend, also for their password resets. Not sure how it would be implemented, perhaps tying it into the national id system or something (where available)? It does seem that any account important enough to warrant this level of security should also have excellent customer service/availability/emergency procedures. Online IAM is hard.
