This (first point)! In Europe with its public universities this logo placing would have been completely unacceptable unless the universities were involved as stakeholders. As far as I know in Europe at least it's a complete no-go (at least from an ethical point of view) to even use the logos on your personal page if for example you are a physician and you post online your CV. Again, unless you have specific written permission of the uni in question.
