They will never teach something like this because you would need to define what a scam is and lots of shady business practices that we tolerate as legits would fall into the category of scam. You would probably set a line between scams allowed by law and scams not allowed by law and this would certainly brings attention to the fact that the law allow certain kinds of scam depending of who is the scammer and people would start questioning why this is allowed by law in the first place. The outcome would be bad for politicians.
