I don't doubt that the author would agree with you that a PhD by any other name still suffers from the same problems. The contents suggest that author's title is hyperbolic and they know it, as the author is [clearly] calling for dismantling/restructuring/etc of the whole structure and pipeline by laying out each of the faults point by point.
