i kept having constant problems with neighbors and roommates making too much noise (until I found the right place). Noisy people can be annoying, depending on time of the day and volume levels, and I grew up in a poor neighborhood. The divide between people who like silence and those who are loud, seems to be along being introverted or extroverted. The main problem is that if someone is noisy then it forces others to also raise their volume levels, and effectively no one can have a silent space to read or study. Just because rich people may do something doesn't mean it's automatically bad as the article seems to imply.
