Open Source HR Applications for Sub-Contractors?

We've started a small outsourcing operation for local coders and designers. What we're looking for is an application that will keep a database of our contacts previous job history, skills, location etc and, upon request, export that information into a standardized resume template. Is anyone aware of such an app?
