Rightists are more likely to approve of harassing a health official trying to shut down a small business for covid, leftists of someone harassing a judge who makes it harder to get an abortion. So the approval is to some extent a function of the political valence of the harassment.
This case is about harassing a footsoldier and the other is about harassing a general, but I'm not sure there's an ethical difference. It sounds to me like attempted self-defense, wise or not, in both cases.
Harassment can certainly cross the line into the unacceptable, but there's a wide range that is better interpreted as petitioning for the redress of grievances. Most of us approve of that if we sympathize with the agrieved.
