Looks like someone wants to be in charge of public health without actually being accountable for public health. If you have power over someone's life or livelihood, they are going to fight you if you threaten them. Ideally there would be civil accountability mechanisms, remediation, transparent processes... But if those all fail, turnabout is fair play.
