They're going to try plant 400,000 acres per year, whilst "through the end of July, fires have already burned 5.6 million acres this year" and they have a backlog of another 4.1 million already burned before that. The numbers don't seem to add up, it doesn't even seem like we're trying to repair what was lost, let alone achieve some net positive reforestation.
