If the cities had the wherewithal to give the RVs a place to go, they'd already have the state of mind to have prevented so many people being forced to live out of RVs in the first place. This is a problem of negligence and uncaring and the only "solution" those in charge seem to want to offer is to force the homeless into jails, to be used as slave labor.
