Tor project doesn't block any sites in the code/protocol, but given that many/most of the exit nodes are in western europe you are at the mercy of any given circuit's exit node (usually the node's ISP) filtering. I remember back when more exit nodes were in Russia, i'd sometimes not be able to visit different sites because the russian exit nodes I was connecting to were blocking them.
