The article is not complaining that they refuse to connect it to the gay community, but that they refuse to connect it even to certain behavior within that community.
This would be like refusing to admit large maskless gatherings help spread Covid, because that is not the only way Covid spreads. Yes, there is risk even if you avoid such gatherings, but the magnitude of that risk differs.

But "behavior" was the #1 target of blame for Covid! If it was okay to blame behavior then, why not now?
