I think the low adoption of swift outside development for apple platforms is because of the immaturity of the necessary tooling and libraries, not because of issues with the language. There's a sizeable community of people who are passionate about the language and work on that tooling and library support, myself included, but there's not much institutional support outside of apple, so progress is slow.
