Some states have drastic differences in the penalties for flower vs concentrate. E.g. in Texas, possession of up to 4 ounces of flower is a misdemeanor. Possession of less than a gram of concentrate is an automatic felony with a minimum 180 day jail sentence. Flower possession is also often not prosecuted, because only 1 lab in the state can differentiate hemp and weed, leading to long backlogs and problems with the right to a speedy trial. It's just not worth the hassle for a misdemeanor conviction. Most of the people I know choose the delta-8 carts because of ease, but also to not be a walking felony.
