The government isn’t a great or reliable customer. The contractors tend to lay off on great waves if they lose and important contract. They have quarterly earnings targets to hit like everyone else. People used to think the phone company was a safe spot to lay your hat but they found layoffs too be an easier way to goose earnings than growing revenue.
