Either way shouldn't matter, any industrial robot (which this is by the size of the motor joints) should be working inside a cage or only interacting with humans if you have a massive amount of 'virtual fixtures' and torque safeguards in place.
Doesn't matter whichever way we paint this, either the organizers or the designers were reckless. In the end it was fortunate that only a finger was broken.
