I certainly didn't see any of this when I was a volunteer in Lesotho (1988-91)! Then again, I was in the mountains where the nearest paved road was 3 hours away by 4WD. It used to take a month for letters to go to Canada, and another month for the replies to reach me. Now I hear there's a cell tower in my village.
