The GPS CNAV messages (on L2C and L5) have support for the Earth orientation parameters, but GPS isn't broadcast those messages yet. Maybe we'll get them with the OCX deployment. BeiDou 3 is transmitting the Earth orientation parameters now. So this one tiny bit of your headache will get easier in the near future as receivers start to forward these data along.
