The article makes the same point a couple of sentences later:

- gmiller123456 4y agoUTC was never to make astronomy applications easier. The only thing that has changed is that cheap computers make it easier for astronomers to use UTC as a starting point.
- ncmncm 4y agoThen it was for nobody. Astronomers find UTC leap seconds as much a nuisance as everybody else.
