IMHO, leap seconds belong at the timezone layer. I.e. ignore it internally and for things like "seconds since epoch". Adjust at display time. Timezones are already backed by a database which needs regular updates, including leap seconds would make sense since those are also updated in an unpredictable manner.

That is what we are all obliged to do already. It is a source of headaches and bugs. That is what is being asked to drop.

  Not really. Time smearing isn't moving the leap second into just a rendering thing.
