When you have problems like this, they must be viewed from a systemic perspective. The truth is that our modern institutions of science are fraught with perverse incentives; people battling for funding, feeling pressure to publish and going to war over a few scarce tenured positions. I don't know how we solve this, but I think reforming academia with some well-placed regulation and an increase in publicly funded research would be a place to start.
