It's fairly common for people to get away with bad things for the sake of some kind of political reason. The first example that comes to mind is Hirohito who was kept in power after a terribly destructive rule for reasons of political expedience. Ideally everyone does get brought to justice, of course, but pragmatics will usually overrule that.
