Most countries don't expect publicly funded transportation to turn a profit, or even break even. The reason Spain has to find new avenues to waste money is due to the unnecessarily large EU recovery fund, of which Spain was the biggest recipient. This is not even Spanish tax payers money, but I'm sure they'll have no problem finding ways to spend it, like all the other hand outs.
