Yeah I thought that too (I use a mix of Mac and Windows). But no, Windows is still genuinely terrible. Win11 looks nice on the surface but as you noticed, nothing is finished. It's not just two different styles of context menu inside the same menu, even, which has to be a new level of UI inconsistency even for Microsoft. It's that the entire OS is half baked like that. Not just visually either: maybe I'm more exposed as someone developing for it but major bugs are everywhere. I don't even care about spyware. It's not that hard to keep Windows clean these days. It's more the overall feeling that everything is half-assed. You don't get the feeling that anyone working on it is truly passionate about Windows anymore.
