Yes I agree that is how it is being claimed. Interestingly; the first HP book was published in 1997 but the print run was only 500. The book wasn't published in the US till late 1998 and by that point hadn't even sold half a million copies. I believe it kind of blew up in sales through 1999 but the UK -> US lag meant most of the sales were in the 2000s.
