I'd risk stating a thesis that in metrics-driven organisations these kind of questions are actually not asked. Such organisations get very busy defining tree-based KPIs (OKRs or whatever you want to call them) and even busier tracking them. A lot of effort goes into maintaining the KPI driven culture and in the end there's no one left to ask the question like "should we have a CS team at all?".
