It's fair to criticize the title. Eventually the author gets around to explaining that reading does work for some people who think about what they're reading. It's buried far enough down in the article and contradicts the whole premise of contrasting constructivism vs transmission (it doesn't matter if things are transmitted or not it matters if you think about it or not) that it makes for a confusing read.
