Every Western company should have this policy. Nothing happens between XMass and New Years, the 'double holiday' + 'holiday season' means people are distracted. The rule should be: work on what you want to but nothing is expected. I would definitely 'get a few things done' during that time, but otherwise, not let it interfere with doing stuff, or 'nothing' after the tiring holidays. It's a real benefit for everyone in the company to be 'down' at the same time. It's a better holiday knowing nobody is going to bother you for anything.
