I worked on Bluetooth at the stack level, and from my experience of the specification, there's not any single thing that causes it to be flaky. Every level that I have experience with seems to be well defined. So why the hell is it so difficult to pair and connect? I have no idea. I can only assume that each level of the stack has a number of corner cases that all together create a perfect storm, because otherwise the specification seems to be robust enough that it shouldn't have such an issue with connecting.
