It started as Germany wanting to label gas as green to defend their high interest in Russian gas and going all surprised when France pulled the "Nuclear is cleaner than gas so it's green too, right ?" card. Current crisis probably helped Nuclear to make the cut because it originally wasn't a done deal at all.
