I wonder if people could accept their personal/private data is a good/service if the government established it in law. So far this has been dealt with as an ethical/moral thing - thinking of ethics review boards in research. Though the low-lying “legal fruit” is probably just EULA regulation and enforcement. “My data, my attention, my choice!”?
