Of course there's a fine gradient. But, still. No personal information about some individuals should be spread by individuals.
That's the duty of the state and laws and prosecution. If you're a predator, the society should be warned about that. On the other side, the disclosure destroy an individual's life completely and even more than that.
You won't even give that one human being any more chance for a change and a fresh start. It's like life time prison - you can't live or move freely anymore.
It's the case in the US and that is more than archaic - people can change, that isn't taken into account at all.
And.. I'm talking about severe criminal doings.
What we have here is "you lie to me. I destroy your social life"
Punishment, whatever flavor it might be, should be based on laws (consensus), judicial decisions and prosecution ONLY by the state/police.
All other, open up doors to defamation out of resentments or things like "he don't like me"..
So.. anyone could be a victim.
The cases you mention. You report that one to state authorities. They check the laws. If there is a problem, they'll handle. One possible punishment could be to prohibit that one to use social media/apps. Comparable to the prohibition to be somewhere within 500m near to a kindergarten for sexual predators.
.. self justice should be punished, too.
