With physical SIM mailing to a physical there is at least some kind of verification to ensure that you are the one who owns it.
With digital only there is more chance of fraud. And I don't even mean it when the phone number is used to confirm identity for a bank and other institutions. That can be dealt with. The fact of someone stealing your number is enough to cause a lot of damage in some cases.
