I think he's suggesting that the Ethereum devs keep pushing back the date for when the Merge is due to occur. That's a little unfair, though, as there has been solid progress for a while now in terms of deploying the change to the various testnets.

Not denying the progress, just that 'the merge' has been announced and postponed so many times.
