I was able to reach a Microsoft support agent on the phone (1-800-MICROSOFT, I believe) when I had issues installing OneNote on a clean installation of windows 10. It was surprisingly quick to get someone on the phone. The initial agent had to escalate it to a more technical support team. They scheduled a call the next day, and someone called me and was able to remote into my desktop and quickly figure out the issue (my graphics card driver needed to be updated).
