People do this.
After my second (or third, don’t remember) trip to the fine country of Iraq I was staying at my parents (wasn’t doing all that good in the mental state) and my step-dad decided to charge me rent. Fair enough I thought, I’m living there so this is perfectly reasonable, happy to help out. Turns out this was just a scheme to get me to move out when I was thinking it was permission to stay.

It's about responsibility and opening your eyes to the reality that eveywhere you go you will be paying for things, and they only come to you when you work for them. And the day you came to me and told me you were going to move out. I'd take you to the bank and give you all the money back. I would be saving it for you for you to use for a down payment on a car to get to work, or get that cool place you want to live in.
