Its like that elsewhere in the world as well. As with many other things, this seems to be a peculiarity of North America. Also like I said, it doesn't have to (and often isn't) a huge wall. Often it is a low hedge or wildlife fence. Not every place outside North America is a youknowwhat-hole. :)
