Is there a link to more detailed technical description?
From the description it almost sounds like validation for counter synchronization is separate from validation for command execution and it
doesn't take into account requirement of counter in the message being bigger than counter in last valid message. Thus allowing to rollback the counter and making previously recorder messages valid again.
